Real estate development is a minefield, especially in Delhi – it is governed by multiple authorities and subject to archaic and myriad bye-laws. Let us illustrate with some examples. There was a ban imposed on construction of high rises in the Lutyens Bungalow Zone (LBZ) in 1985. This was partially relaxed in 1986 and then reinforced in 1988. In 2003, colonies such as Sundar Nagar, Golf Links, Jor Bagh, SP Marg and Bengali Market were added to LBZ. Delhi has unique challenges and KNA has mastered how to maneuver this minefield over the last 5 decades – developing in excess of 45L sq.ft. across 81 projects.
Each asset, whether residential or commercial or mixed-use, is assessed with respect to the existing or forthcoming policies and the owners are advised regarding the redevelopment of their property. For example, for any redevelopment of a bungalow in LBZ, the new property must have the same plinth area and height as the old one.
We at KNA, are constantly studying the new Master Plan of Delhi which has re-zoned close to 150,000 acres of previously agricultural land, and made Delhi one of the largest real estate markets in India and the world. The policies/guidelines governing these lands are continuously being updated/modified by the DDA (Delhi Development Authority)/NDMC (New Delhi Municipal Council) /MCD (Municipal Corporation of Delhi), and we advise the owners of legacy real estate assets on these changes on a regular basis.
